  兩岸當局在主權爭議與族國認同問題上的僵持不下,使得雙方無法產生真正的和解,兩岸人民的利益也就無法加以確保與維護。民進黨政府上臺之後,由於其主張臺獨的立場,使得兩岸當局在主權認知上更是南轅北轍,也讓兩岸之間幾乎找不到對話與溝通的空間。在各自僵化的政策框架下,雙方僅能以短線操作的方式來維持某種恐怖平衡。然而,兩岸當局目前不戰不和的對峙局面,在客觀的理解上並不可能永遠持續下去,也不可能不面臨隨時出現的巨大風險。這也是何以本文主張兩岸當局應該正視中山先生在上個世紀初期為了國族救亡圖存所提出來的民族主義與和平統一思想。其中承襲中國傳統文化的王道思想與民本精神,以及擷取自西方文明的主權在民、自由平等與族群融合的觀念,提供我們解決當前兩岸關係瓶頸的重要啟示與處理準則:和平、民意、自治與共榮。藉由這些原則,本文主張兩岸當局應積極建立兩岸互信機制,循序漸進採取信心建立措施,而現階段最重要的就是如何避免衝突的發生。

全文內容

  The controversies over sovereignty and standoff on the issues of national identification between both sides of the Taiwan Strait disable real conciliation from happening, and therefore the interests of the people of two sides could not be guaranteed and safeguarded. The standing for Taiwan's Independence by the DPP government causes the recognition on sovereignty separated widely between the Authorities on both sides, leaving bare space for dialogue and communication. Under each other's rigid framework of policies, both sides can only maintain a certain balance of terror by way of short term manipulation. However, the deadlock of "no war, no peace" between two sides is impossible to last forever without preventing tremendous risks. That is why this essay advocates that the two sides put emphasis on the nationalism and thought of peaceful unification proposed by Dr. Sun Yat-sen, to save the nation and state from annihilation at the beginning of previous century. Among the above-mentioned thoughts, the benevolent kingcraft and the rule for people's welfare inherited form Chinese traditional culture as well as the notions of civil sovereignty, freedom, equality and ethnic merging adopted from western civilization provide us crucial inspiration and principles for dealing with the cross Strait relationship: peace, public opinien, autonomy and prosperity. By these principles, this essay argues the authorities on both sides set up mechanisms for mutual trust, and build up "confidence measures" step by step. At the present stage, however, the most important thing is how to avoid conflicts between two sides.
