Abstract

　　從1949年中共建政迄今，不論在毛澤東、鄧小平、江澤民與胡錦濤的主政時期，其僑務政策都有所不同，其中包括了許多國內與國際因素所造成，而其政策的具體內容差異與對於全球廣大華僑的影響為何，均值得探討。近年來，隨著華僑在全球的影響力日增，中國大陸不但從「國內僑務」轉變為「國外僑務」，在「多維開展」的僑務政策下，各種僑務組織更是快速的增加。

Abstract

　　Since 1949 when the Chinese Communist Party established the government until today, there were different policies for overseas compatriots during the rule of Mao Tse Tung, Deng Xiao Ping, Jiang Ze Min, and Hu Jin Tao. Issues to be studied here are the local and international factors that influenced the policies, and overall differences of these policies in content, and their effects on the global overseas compatriot community. In the recent years, with the increasing global influences of overseas Chinese, China not only transformed from an "internal overseas affairs" to an "external overseas affairs", but also facilitated the forming of numerous overseas affairs organizations rapidly under the "multiple development" overseas affairs policy.
