To General Homer LeaSept. 25, 1911 IdahoMy dear General:Your letter of August 29th reached me here yesterday. I wasvery glad to hear that your eyes are getting better.It is still my intention to establish headquarters in Paris or Lon-don if I can find the means, General Hwang had not been orderedto Europe yet as he has much to do in China.Recently there is great trouble happened in Szechwan causedby the railway dispute between the people and government. Ourheadquarters in the south has been greatly disturbed because thereis rumor that the Army in Szechwan has joined the fracas. If thatis true our men proposed to start the Yunnan Army in follow suitfirst, then the Canton Army after. But I don't (believe) that is trueas we never intend that the Szechwan Army should take the in-itiation in the national movement and it was quite unprepared inthat respect. According to official report that the new Army inSzechuan disobeyed the Viceroy's order to fight, but did not jointhe people, it adopts a neutral position, I think that is what reallyhappened.In regard to how and when and where to obtain the necessaryfunds, I really cannot form an decision.
