  人才是國家社會最珍貴的資產。人才能否有效甄補,往往決定國家社會的興衰和政治領袖的成敗。因此,每一個時代、每一個政治人物都有其甄補人才的範式。中山先生和經國先生分別是時代巨輪的推動者。雖然兩人所處的時代環境大不相同,受到的條件制約也不同,但兩人對於人才需求和運用的動機則頗相類似。本文旨在分析、比較他們兩人對於人才甄補的思想。
  作者首先建構人才甄補的分析框架,繼而引用孫、蔣兩人的文集分別介紹兩人人才甄補思想的來龍去脈,再從人才甄補的原則、管道、方法為指標,比較兩人的人才甄補思想。
  本文發現:第一、孫、蔣兩人人才甄補的類型,基本上是採功績制。第二、孫注重於自己的個人魅力和感召,希望盡得天下英才而用之;蔣則注重團隊精神、不重個人。前者鼓勵競爭,後者強調合作。第三、孫至晚年時,喜用青年才俊,蔣則未刻意凸顯以年齡為門檻。第四、無論是孫或蔣,最終都未能做好權力接班工作,足證不論是在那個時代環境,人才甄補何其不易。

  Talented individuals are a nation's most precious assets. Whether or not people can be effectively recruited, often determines the rise and fall of a nation and a political leader's success or failure. In every era, political leaders have their own method in which to select and promote talented individuals. Dr. Sun Yet-sen and Mr. Chiang Ching-kuo are both considered political forefathers. Although these two leaders belonged to different periods and environments, and were restricted by different conditions, yet, they have quite similar requirements for recruitment. This article aims to analyze and compare these two leaders' views on selecting and promoting talented individuals.
  The author first constructs an analytical framework for investigating the selection of talented individuals, and then quotes Sun and Chiang's articles in order to introduce their thoughts on recruitment and selection. Finally, compares their Chiang and Sun's principles, rules, and methods in recruitment and selection.
  From this article we find that: (1) Sun and Chiang's selection methods hinged upon what type of contribution a person can make; (2) Sun heavily emphasized the importance of one's charm and ability to inspire, and had hoped recruit as many talented individuals as possible. Chiang focused on groups, and not the individual. The former encouraged competition, and the latter emphasized cooperation; (3) As Sun aged, he preferred to recruit younger individuals, however, for Chiang, age was never an important factor; (4) Regardless of the differences in Sun or Chiang's selection methods, they both did not succeed in transferring their political power. In conclusion, this proves that no matter in what era, it's not easy to select talented individuals.
